State Authorizations

All seven IU campuses are authorized in all 50 states and the District of Columbia. IU’s authorization is mainly through participation in the National Council for State Authorization Reciprocity Agreements (SARA) for all but three states. California, Florida, and Massachusetts are the only states to date who have not yet joined SARA, however, as an accredited, state-run, non-profit institution IU is authorized in those states because of a specific exemption in the state authorization regulations in each of those states.

SARA membership is a two-pronged process: first a state must apply to join SARA through their regional compact (Midwestern Higher Education Compact for Indiana). Once a state has been accepted into SARA, then the higher education institutions operating within that state are eligible to join SARA through their respective commissions for higher education agencies or regulatory bodies (the Indiana Commission for Higher Education). Indiana was one of the very first states to join SARA, and IU was the first university in Indiana to become a member of SARA. Each IU campus is separately authorized for SARA, and the Office of Online Educations office annually renews those authorizations.
